Performance Evaluation about Health Information Projects in Pudong New Area

目的:建立一套科学、全面、可执行的卫生信息化项目绩效评估标准,对实施运营的医疗机构信息化项目应用绩效进行评估,以规范项目建设,提高建设效益。方法:以文献调研、问卷调查、调研分析、专家咨询以及主观赋权等方法,确定绩效评估指标的构成和指标权重,对医疗机构的信息化项目绩效进行评估。结果:根据评估方法,对26家医疗机构的55个项目进行了评估,分析了项目建设与应用中存在的问题和不足,总结了项目管理经验。结论:卫生信息化项目绩效评估对于规范项目建设、增强信息化管理能力、推动信息化建设可持续发展有深远意义。

Objective： In order to guide the construction and improve efficiency of health information projects, we have established a scientific, comprehensive and executable performance evaluation standard for medical institution. Methods： Determine index structure and its weight of the performance evaluation system based on literature research, questionnaire survey, field research analysis, expert consultation and subjective weighting method. Then evaluate the health informatization project performance in Pudong New Area. Results： Evaluated 55 health information projects from 26 medical institutions according to the method. Analyze the problem and deficiency during projects construction and application and summarize projects management experiences. Conclusion： Performance evaluation about health information projects is beneficial. It can regulate projects construction, enhance information management ability and promote information construction sustainable development.
