垃圾焚烧企业对北京通州行政副中心环境影响分析及建议

Impact of waste incineration enterprises on administrative sub-center in Beijing Tongzhou

随着北京行政副中心落户通州,强化通州区发展新功能,急需疏解非功能区的六类产业。高安屯垃圾焚烧厂位于其上风上水的位置,新规划已彻底改变了高安屯周边荒芜的以往,十分有必要重新审视其对行政副中心环境的影响。借鉴国内外对垃圾焚烧的研究经验,建议关停高安屯医药垃圾焚烧项目,减少高安屯生活垃圾焚烧处理规模,直至关停。另行选址,迁移到通州下行风域,避免行政副中心未来巨大人口群暴露在环境风险之中,减缓单一焚烧处理方式发展速度,加快北京垃圾分类和分类储运体系的建设,从源头消减垃圾量,变废为宝,真正实现垃圾资源化综合利用。

The Beijing administrative Sub-center settled in Tongzhou, and the development of new functions in Tongzhou District was strengthened, thus the urgent need to ease the six types of industries in non-functional areas. Gaoantun incineration plant was located in the Sheung Shui, for the new planning has completely changed the Gaoantun surroundings, it is necessary to re-examine its influence on the administrative vice center environment. From the domestic and foreign research experience of waste incineration, it was suggested to shut down Gaoantun pharmaceutical waste incineration project, and reduce the processing scale of garbage incineration until the enterprise is shut down. It is also suggested to migrate the project to another site in Tongzhou, in order to avoid the population exposion to huge environmental risk mitigation in administrative vice center. Besides, reduce the single incineration and speed up the construction of garbage classification and storage system, so as to reduce the amount of waste from the source and realize comprehensive utilization of resources.
