北美长输管道安全管理体系研究

Research on Safety Management Systems of Long Distance Pipeline in North America

分别从国家监管机构、法律法规、标准规范、管道安全防护措施等四个层面,系统阐述了美国油气管道安全管理体系。重点研究了美国油气管道技术标准体系,特别是管道完整性管理标准体系,此外还介绍了美国管道地图系统、统一电话报警系统、管道信息传递宣传、新闻媒体报道和慈善捐助等管道运营商的推荐做法。通过借鉴美国油气管道安全管理体系的先进经验,对于中国规范安全监管部门职责、强化管道立法、完善管道标准,建立、健全油气管道安全管理体系具有借鉴意义。

American oil ＆ gas pipeline safe management system is expounded systematically from the four aspects of national supervision agency, laws and regulations, standards and specifications and pipeline safety protection. The technical standards system of oil ＆ gas pipelines in America is researched with emphasis. The pipeline integrity management standards system is stressed particularly. The recommended practice of American pipeline operator is also introduced, including American pipeline mapping system, one-call notification system, pipeline information transmitting, news media reporting and charitable donations. Through referring the advanced experience of American pipeline safe management system, it is helpful to regulate the responsibilities of safety supervision departments, strengthen the pipeline legislation, perfect the pipeline standards, establish and perfect oil ＆ gas pipeline safety management system.
