产业集群理论研究新发展及其实践启示

The New Development of Research on Industry Clusters Theory and its Practical Enlightenment

中国产业集群升级出现困境,但目前以结构论为主流的集群研究理论对此无论在理论解释亦或政策指导方面均鲜有进展。通过梳理已有的结构论框架下产业集群理论的体系层级、形成逻辑和发展不足,文章认为产业集群研究存在内在的转向需要。在此基础上,基于集群形成、演化和升级时的行为与结构之间的相互关系,以及前后向行为之间的作用机理,进一步分析了产业集群研究从结构论框架转向行为论框架的优势和必然。出于理论指导实践的考虑,针对中国产业集群升级的具体困境,利用行为论的方法论探讨了中国产业集群形成初期的生存行为对当前产业集群结构优化和层级跃迁的不利影响,并提出相应建议。

Industry clusters theories, represented by structure theory, cann＇t help China industry clusters upgrade. Therefore the paper first combs structure theory, analyses its theory system, logic and defects, and then concludes that structure is just image of cluster organization rather than origin. Interact mechanisms between behaviour and structure at different clusters＂ stages from beginning to upgrade are discussed secondly, and then finds that behaviour is actually the origin of clusters, so considers that study attention may be turn to behaviour theory from structure theory, and new ideas based on study combined behaviour and structure are put forward. Finally, reasons that hinder China industry clusters upgrade are analysed, and points out survival behaviour causes these dilemmas. The paper accordingly proposes that resolves these predicaments through survival behaviour deconstruction and strategic entrepreneurship behaviour reconstruction, and particularly introduces dimensions of strategic entrepreneurship behaviour based on China industry clusters.
