民国时期图书馆委员会与馆长的关系辨析

关于民国时期图书馆委员会与馆长的关系问题,学术界有观点认为图书馆委员会是馆长的后盾、咨询机构,事实并非如此。著名的图书馆学家马宗荣曾著文《现代图书馆经营论》,从理论上阐释了图书馆委员会的性质、权限、任务、开会及其与馆长的关系,认为图书馆委员会对馆长而言绝不仅仅是后盾、咨询机构,亦含有监督、制约的功能。从具体的实践层面看,在规章制度设置方面,亦可看出图书馆委员会的地位要高于馆长;在具体的馆务体现方面,图书馆委员会也发挥着决定性的作用,担当着决策者的角色。总而言之,图书馆委员会与馆长的关系中,前者绝不仅仅是"后盾、咨询",还有监督的功能,甚至取而代之。

In short, library committee not only has the supporting and consuiting function, but also has the supervision function, or even can replace the curator.
