基于奶酪模型的学校体育社团风险管理分析

Analysis of Risk Management of School Sports Association Based on Swiss Cheese Model

风险管理是学校社团活动顺利开展的保障,也是安全校园建设的关键。基于奶酪模型,文章采用文献资料分析法和访谈法,从不安全行为、不安全行为的前提状态、不安全监管和组织因素四个方面对学校体育社团风险进行分析,提出行之有效的风险管理措施,以保障体育社团活动的安全。得出结论与建议:宏观政策方面,相关部门应加强学校体育社团活动思想安全教育;学校应严格体育社团活动举行的审批程序;社团应加强对体育活动参与者的技能培训;如果风险事故已经发生,鼓励各方采取积极的补救措施等。

Risk management is the guarantee for school sports associations to hold activities smoothly and also the key to ensure campus security. Based on the Swiss Cheese Model, by means of literature review and interview, this paper analyzes the risk of school sports associations from four aspects, that is, Unsafe Act, Pre--conditions for Unsafe, Unsafe Supervision and Organizational Influences. A further discussion is made to put forward effective risk manage ment measures in order to ensure the safety of sports associations＇ activities. Conclusions and Suggestions： In macroscopic, relevant departments should promote safety education and raise the safety awareness of students when they attending activities of sports associations; Schools ought to strictly conduct the approval procedures of sports associa tions＇ activities; Associations need strengthen the skills training of participants; If a risk accident did occur, positive remedies are encouraged to implement.
