This paper summarizes the relevant policies of construction and management of public parking lots of major developed countries and domestic typical cities in China, and analyzes the application of public - private partnership （PPP） model in public parking facilities. According to the relevant policies being implemented, the relevant policies to encourage social capital to invest in parking lot construction are introduced, and the applications of Intelligent Parking Induction and Intelligent Parking Payment in urban public park- ing are forecasted.
