摘要 目的分析2009—2015年山东省卫生人力资源配置公平性。方法运用基尼系数评价卫生人力资源配置的公平性及其趋势。结果山东省卫生人力资源人均拥有量逐年增加,优于全国平均水平。按人口和地理分布的卫生人力资源基尼系数均在0.3以下,注册护士基尼系数最大。人口分布的基尼系数低于地理分布,前者呈下降趋势,后者呈上升趋势。结论山东省卫生人力资源配置处于相对公平状态,人口分布的公平性优于地理分布的公平性,注册护士配置公平性较差。建议政府加大卫生人力资源配置投入力度,优化地区配置,重点提高注册护士分布的公平性。 OBJECTIVE analyze the equity of the health human resource allocation in Shandong from 2009 to 2015. METHODS The Gi- ni coefficient was used to evaluate the current situation and the development trend of the equity of health human resources allocation. RESULTS The number of health human resource per 10 000 population in Shandong increased year by year and higher than the na- tional average level. The Gini coefficients of health human resources were below 0.3 both in population and in geography. The Gini co- efficient of registered nurses was the highest. The equity of population distribution was better than geographical distribution, the for- mer was on the rise and the latter was on the decline. CONCLUSION The allocation of health human resource was in relative equal status on the whole in Shandong. The demographic equity is better than the geographic equity. Registered nurses were the least fair among the various types of health human resources. Therefore, it was suggested that the government should strengthen the efforts to distribution of health human resources, shorten regional difference and lay emphasis on optimization of nurse human resource alloca- tion.
