摘要
保障公共基础设施用地是半城市化地区规划实施的重要内容,而利益分配规则的设计则是规划实施成功与否的关键。文章以深圳为例,通过总结农村集体土地的空间特征与规划实施效果,对半城市化地区规划实施效果欠佳的原因进行分析,提出清晰的土地产权、明确的利益分配规则、合理的成本分担和补偿激励机制是加强半城市化地区规划实施的关键。此外,文章还结合深圳市土地整备的政策实践,围绕地籍重划、留用地安排、规划条件确定、公共基础设施用地分摊和激励等政策要点对半城市化地区规划实施的政策设计进行讨论。
Guaranteeing public infrastructure land is the important park of planning implementation in semi-urbanization area, and the design of profits distribution is the key issue for planning implementation. The paper takes Shenzhen as an example, summarizes spatial characters of rural collective land and the plan implementation effect, analyzes the reason of unsatisfactory planning implementation, thinks that land property right clearing, specific profits distribution, rational cost sharing and compensation encouragement mechanism are key issues for planning implementation in semi-urbanization area. Moreover, the paper reviews the practice of land readjustment policy of Shenzhen, discusses the land registration system, land allocation method, planning condition, apportion of public infrastructure, and incentive policy.
