摘要
规划公众参与是城市规划进行过程中必不可少的环节,但全面深入的公众参与往往意味着高昂的社会成本,从而制约了它的开展。而微博、微信等移动社交平台在我国的高度普及和灵活使用,为解决这一问题带来了契机,提供了一种更加简便、高效、深入、低成本的方法。文章在总结已有案例的基础上,从移动社交平台的社交功能、媒体功能和平台功能三个方面分析了它在规划公众参与中的作用,包括公众讨论、利益抱团、信息传播、信息互动、个体发声、趣味参与、问卷投票、众包调研和扩展挂接等。在此基础上,从规划的准备期、编制期和执行期三个阶段出发,探索了利用移动社交平台进行全周期公众参与的一般流程和方法,以便规划师更好地去利用这一大众化的工具去开展城市规划。
Public participation is an indispensable part in the process of urban planning. However, comprehensive and in-depth public participation often mean high social cost, which restricts its utilization in return. Nowadays, the highly popular and flexible use of micro-blog, WeChat, and other mobile social platforms in China have provided a more efficient, in-depth, and low-cost method to solve this problem. Base on the existing cases study, the paper summarizes the effect of mobile social platform in the public participation based on its social function, media function, and platform function, including the public discussion, interest aggregation, information dissemination, information interaction, individual voice, funny participation, questionnaires, crowdsourcing research, and multi-system extension. Then, the paper explores the general process and method of "whole period" participation on preparation period, formulation period, and implementation period, which help to the using of this popular tool in urban planning.
