长株潭城市群生态绿心地区总体规划的“荣”与“伤”

Honor And Sadness In The Master Plan Of Ecological Green-core Area Of Changsha-Zhuzhou-Xiangtan Urban Agglomeration

文章基于规划编制和实施两条主线,采取论"荣"、言"伤"、反"思"、话"变"的论述逻辑,系统梳理《长株潭城市群生态绿心地区总体规划(2010—2030)》的特殊属性及其实施以来不断显现的各类问题,探究造成上述问题的深层次原因,进而提出绿心地区总体规划编制和实施中需要变革的方向及策略,最终形成特殊管控导向下的绿心地区总体规划编制技术路线,以期为新一轮长株潭城市群生态绿心地区总体规划的修订工作提供参考,也为国内绿心地区和生态功能区的总体规划编制工作提供经验借鉴。

Base on the plan formulation and implementation, and follow the honor-sadness-think-change logic, the paper analyzes the special property and implementation problem of The Master Plan of Ecological Green-core Area of Changsha-Zhuzhou-Xiangtan Urban Agglomeration（2010-2030）, discusses the reason which cause those problems, puts forward the transform trend and strategy, builds the plan implementation technical route guided by special control. This research will provide a reference to the master plan amendment, and provide some experience to other areas.
