Sharing Economy: The Theory,the Trend of Development and China's Practice

分享经济理论起源于西方且经历了收益分享和协同消费两个发展阶段,而最新的分享经济理念开始向焦点化、产销一体化、专业化、信用等级化转型。因中国的分享经济刚刚兴起,所以对网约车、房屋短租和网络借贷等代表性分享经济行业的监管必然存在缺陷,征信体系建设不完善,行业发展问题频发。分享经济在各行各业的持续扩散,能有效应对资源稀缺与大量资源闲置的矛盾,促进国民经济健康发展,因此应坚持市场为主体,营造开放包容的监管环境,并进一步完善相关法律法规,打造政府监管、行业自律、参与者讲信用的发展环境。

The theory of sharing economy originated in the West and has experienced two stages of development： revenue-sharing and collaborative consumption. The latest idea of sharing economy begins shifting to focalization, integration of production and sales, specialization, credit rating. As the sharing economy in China is just turning up, there have inevitably appeared some problems on the supervision of the car-sharing, short rental of housing and online lending which are representative forms of the sharing economy, in addition to the deficient credit system which incurs more difficulties for its development. As a gradual expansion of the sharing economy into all industrial sectors is able to solve the contradiction of leisure resources left unused on the one hand, and a scarcity of needed resources on the other hand to facilitate a healthy development of national economy, it is necessary to create an open and friendly supervision environment in which the government can fulfill its role of supervision, the industry conduct self-regulation, and all parties involved keep their credit, on the condition of market-orientation, and relevant laws and regulations to be improved.
