The Deconstruction to Readers Rights,Readers Rights System——Based on The Chinese Public Library Law (Draft)

读者权是图书馆学的一个核心问题。2015年12月发布的《中华人民共和国公共图书馆法(征求意见稿)》,将读者权内容分七个层面做了分散式规定。读者权并不是孤立存在的,其法律根基存在于宪法、民法等部门法之中。读者权也并非仅限于公共图书馆法所列举之内容,而是存在一个开放的、相互联结的读者权利体系,包括读者权利价值体系、规范体系、运行体系,这三部分共同作用推动了读者权的有效发展。

Readers rights are a core problem of the library science. The Public Library Law （ Draft ）, published in December 2015, made the readers rights content as distributed rules according to seven levels. As the frst law in the feld of library in our country it has made benefcial exploration to readers rights. The readers rights are not existed in isolation, their legal foundation exists in the constitution, civil law feld, etc. Rights of readers are not limited to the contents of public library law citing, but an open, interconnected system of readers rights, including the readers’ rights value system, standard system, operation system. The three parts work together to promote the development of readers rights effectively.
