基于万众创新的新时期合理化建议制度

Rationalization Proposal System Based on New Period of Public Innovation

结合企业自主创新实践,研究合理化建议制度与万众创新战略的关联,结果表明,合理化建议可以作为万众创新的一个着力点,其理由包括:一是具有普遍的群众基础;二是历经数十载已为大众所熟知;三是低成本构成符合我国万众创新的特征;四是突出立足岗位、扎根生产一线的创新指向。提出新时期合理化建议,不仅需要准确有效引导,化解衔接困惑和厘清提案与实施关系,而且需要产生符合时代特征的合理化建议创新构思。

Study relationship between rationalization proposal system and public innovation strategy by combining enterprise independent innovation practices; the achievement shows that rationalization proposal could be used as one origin of force for public innovation; the reasons contain 1） it has general mass base; 2） it has been known by the public after several decades; 3） low cost structure meets the characteristic of public innovation in China; 4） highlight innovation direction of keeping a foothold in the post and rooting in the front of production. To present rationalization proposal in new era, it needs accurate and effective guidance, resolves confusions of join, and make the relation between proposal and implementation clear, but also needs to generate innovative conception for rationalization proposal, which meet characteristics of the times.
