摘要
在财政分权的背景下,地方政府拥有推动房价上涨的动机和手段。而房价的持续上涨在很大程度上表现出对产业升级的阻碍效应。房价上涨会引起生产要素成本的叠加上涨,使企业经营困难;通过投资路径依赖影响企业发展战略,通过替代效应抑制市场需求,通过挤出效应阻碍相关产业发展,最终抑制产业升级。因此,要从政绩考核体系的完善、生产要素的市场化、基础研究的投入、产业协调发展和扩大内需等方面入手,引导房地产业健康发展,促进产业升级。
Under the background of fiscal decentralization,local governments have the motivation and means to promote housing prices. And the continually rising of house prices shows the hindrance effect to the industrial upgrading to a great extent. Housing prices will cause the rising of production factors cost and enterprise's operating difficulties,affect enterprise's development strategy by the path dependent of investment,reduce market demand through substitution effect,hinder development of related industries by crowding out effect and ultimately inhibit industrial upgrading. Therefore,improving government performance evaluation,carrying forward marketization of production factors,increasing basic research investment,harmonizing industries' development,expanding domestic demand and other aspects should be used to guiding the development of the real estate industry healthily and promoting industrial upgrading.
