摘要
根据目前西部大开发的要求和西部人才开发的现状、目标 ,西部大开发中的人才战略应遵循“逆向综合”式开发途径 ,从体制和环境的角度探究人才开发诸因素的综合度 ,着力点放在探究人才资源开发的组织创新和制度创新上可能会取得最佳效果。
At present,according to the needs of big exploiting the West and the condition,the goal of exploiting the talented people,the talented people strategy during exploiting the West should follow the way of “counter synthesizing”,and we should make a thorough inquiry of elements of exploiting the talented people from the view of system and circumstance,the effect maybe be best if we emphasis the innovations of organization and system of exploiting talented people resource. [
