总体国家安全观战略下地铁反恐处置机制研究

Study on Subway Anti-terrorism Disposal Mechanism Based on Overall National Security Strategy

地铁安全是国家安全的重要组成部分,也是我国公共安全保障体系中亟待补上的一块短板,属于最高风险等级的国家应急反应体系,要从总体国家安全观战略下建立地铁反恐处置机制,努力提升地铁反恐防范与处置能力。地铁大联动的特点迫切需要建设科学、完善的反恐处置机制,基于维护地铁交通安全的极端重要性和紧迫性,应当建立科学的地铁反恐处置机制,最大限度地消除暴力恐怖主义对地铁的现实威胁,维护国家安全。

Currently,China has become the biggest country in terms of subway operation and construction in the world. A large number of passengers are in enclosed space. Once a terrorist attack occurs,it might lead to paralysis of the whole city and seriously damage the transportation system of the whole city. As an indispensible component of highest-risk-level emergency response system of China,subway safety is an integral part of national security and is also urgently needed in China's public security system. Due to the features of subway linkage and the extreme significance and urgency of maintaining subway safety,a scientific and perfect anti-terrorism disposal mechanism must be built according to the overall national security strategy so as to enhance the anti-terrorism prevention and disposal capacity of the subway,maximally eliminate the violent terrorism'actual threat to the subway,and maintain national security.
