论精准扶贫背景下贫困农村地区人力资源开发内容与途径

On Content and Approaches of Human Resource Development under the Circumstances of Targeted Poverty Alleviation in Poverty-stricken Rural Areas

扶贫先扶智,面向贫困农村地区的精准扶贫需要相应的农村人力资源开发行动。当前我国贫困农村地区人力资源存在规模大、数量多,科技与文化素质低、思想观念较落后,人力资源开发滞后,农村教育资源与城市差距较大等多方面问题。适应精准扶贫的农村人力资源开发包括面向贫困农村人口的智能开发、技能训练、现代职业精神与劳动态度培养、身心健康教育、现代生活方式与现代文明引导等。精准扶贫应注重形成全面布局与总体规划机制、内容与实施统筹推进机制以及组织与投入机制。推进农村人力资源开发的途径包括强化基础教育发展、构建职业教育与培训体系、提高社会保障水平和健全开发配套机制。

Currently,several problems exist in human resources development in the poor rural areas of our country,such as large scale and quantity,low quality in science and education,outdated views and values,lagged human resources development,huge gap in the rural-urban educational resources and so on.The high precise rural poverty-alleviation in human resources development should contain the followings:to help the rural poor people to develop intelligence,to help skills training,to cultivate modern vocational spirit and work-attitude,to build healthy body and mind,to guide them to modern lifestyle and modern civilization.Meanwhile,we should form acomprehensive mechanism of layout and planning,a comprehensive mechanism of promoting the content and implementation and a mechanism of organization and input.Overall,the way to improve the human resources development in poor rural areas includes the reinforcement of the basic education development,the construction of a system of vocational education and training,the advancement of social insurance and the supplement of supporting development mechanism.
