对我国高校教师兼职政策的回顾与思考

Review and Reflection on the Policy of Part-time Jobs for College Teachers in China

近期国家颁布了"允许科研人员和教师依法依规适度兼职",其政策在本质上就是一场针对高校教师和科研人员分配体制的变革。文章回顾了改革开放以来我国高校教师兼职政策的发展,并对高校教师兼职的"度""范畴""监管""利益冲突"等方面进行了反思,提出高校教师兼职政策的合理走向,以期更好地开展与实施高校教师兼职政策。

Recently,the policy that ＂teachers and scientific researchers are allowed to take part-time jobs moderately＂ has been issued by Chinese government.In essence,this policy is a reform for the distribution system of college teachers and scientific researchers.This paper reviews the development of part-time policy of college teachers since the reform and opening up.It also reflects on the ＂degree＂,＂category＂,＂supervision＂ and ＂conflict of interest＂ for college teachers＇ part-time job.At the same time,this paper also puts forward the reasonable trend of the part-time job policy of college teachers in order to carry out and implement the part-time job policy of college teachers.
