As an important driving force of regional economic development, scientific and technologicalinnovation plays a more and more important role in local economic development. On the basis of constructing thedynamic mechanism of the scientific and technological innovation system,this paper puts forward a series ofcountermeasures,such as respecting the market, changing the role of the government and optimizing theinnovation resources.
