论当前我国专业社会工作的制度建设

Institutional Construction of Professional Social Work in China

在过去十年里,我国专业社会工作制度建设已经取得了一定进展,但仍存在法制水平低、制度体系不完善等问题,同时还面临一系列严峻的挑战,主要有:地方政府部门对专业社会工作价值和意义的认识仍然不到位,专业社会工作能力不足,体制选择较为复杂,政府购买服务制度对专业社会工作制度建立促进不够。为此,本文提出,加强专业社会工作制度建设的基本目标是在法制化的基础上构建我国制度化的专业社会工作服务体系;主要任务是明确战略方向、构建制度体系、探索服务机制。

In the past ten years,the institutional construction of professional social work in China has made some progress,but there still exist some problems such as poor legal system and incomplete institutional systems.Meanwhile the professional social work faces a series of challenges,mainly including:local government departments cannot understand the value and meaning of professional social work;the ability of professional social work is insufficient;institutional selection is in complex situation;government purchasing services do not effectively promote the establishment of the professional social work system.Therefore,this paper argues that the basic goal of strengthening institutional construction of the professional social work is to build a service system of professional social work on the basis of legal regulation;and that the main tasks are to make clear strategic direction,to construct professional system,to explore service mechanism.
