摘要
2016年12月,北京市公布了网约车规制地方细则,对驾驶员、车辆和网约车平台资质进行严格规定,在社会上引起较大反响。对此,本文采用成本收益分析方法对北京市网约车规制细则分析,认为北京市网约车规制立法成本过高,收益相对有限,即使按照非常保守的测算成本仍高于收益约三成,因此应当调整相关规制立法,探索符合网约车行业特点的规制模式。
On Dec 2016,Beijing traffic authorities released three documents to regulate car hailing services.A-mong the regulations,the strict requirements for drivers,vehicles and car hailing companies brought about plenty of comments in the society.Therefore,this paper analyzed Beijing’s car-hailing regulations by cost benefit analysis method,and concluded that the costs are high and the benefits are relatively low.Even calculated in a conservative way,the costs are 30%higher than the benefits.As a result,the new car-hailing regulations should be amended in according with the features of car-hailing industry.
