不要再把GDP作为衡量东北振兴的标准

Don't Regard GDP as a Standard to Measure China's Northeast Revitalization

振兴东北经济首先是要理顺政府和市场的关系,减少行政手段对市场的干预,让市场在资源配置中起决定性作用。其次是现有的GDP考核指标不利于东北经济的发展。全面振兴东北经济,应率先在东北建立新的考核标准,新的考核标准应以民生改善和区域协调发展为考核重点。一是看地区基本公共服务和区域生活条件与发达地区的差距是否缩小;二是看人口分布、经济布局、生态环境之间是否相互协调。

To revitalize the northeast economy, the first is to rationalize the relationship between the government and the market,to reduce the administrative intervention to the market,so that the market would play a decisive role in resource allocation. Secondly, the existing GDP assessment indicators are not conducive to the development of northeast economy. To achieve the full revitalization of the northeast economy, we shall give priority to the establishment of new assessment standards, the focus of which are to improve people＇s livelihood and regional coordinated development. Thus, one is to see whether the gap between the basic public services and regional living conditions and the developed areas is narrowed; the second is to see whether the population distribution,economic layout and ecological environment are mutually coordinated.
