摘要
分析四川省成都市实行河长制管理现状、特点,结合具体实践中存在的问题,从完善立法、严格执法以及公众参与三个角度探讨如何将河长制从"人治"转变为"法治",为全面建立河长制制度提供相应法治保障。
On the basis of review of current status with management of river chief system in Chengdu City of Sichuan Province and problem examination, discussions are made on the how to transform from ＂ rule by man＂ to ＂ rule by law＂,from three respects of perfection of legislation system, strict law execution and public participation, which should lay a solid base for full implementation of river chief system.
