对水生态文明城市建设试点评估的几点建议

Several recommendations on evaluation for pilot city of water ecological civilization

从水生态文明城市试点分布、建设成效以及存在的主要问题入手,梳理了我国两批水生态文明城市试点的建设情况。通过介绍济南市、许昌市的验收工作,简述了现阶段水生态文明城市试点建设验收情况。在此基础上,从突出试点期内建设的成绩与成效、试点期各项指标的实现程度、试点城市的推广模式与经验、避免盲目追求表面改造等4个方面,对水生态文明城市建设试点技术评估提出了建议。

The construction status of two groups of pilot cities of water ecological civilization are reviewed from the viewpoints of city distribution, effectiveness and main challenges. The results of check and acceptance of some pilot cities are briefed, with special introductions on Jinan and Xuchang cities. Recommendations are given to technical evaluation based on the above, from four respects of giving prominence to performance and effectiveness, degree of realizing targets during the period of pilot implementation, extension modes and experiences of pilot cities, and paying attention to not only superficial work but also splendid contents.
