新常态下河南省战略性新兴产业集群发展模式与对策研究

Research on the Development Model and Countermeasures of Strategic Emerging Industry Cluster in Henan Province under the New Normal

战略性新兴产业集群是高度聚集、地理邻近、协同创新的产业综合集聚体。在我国经济进入新常态和供给侧结构改革背景下对战略性新兴产业集群进行研究,具有重要的现实价值。目前,河南省战略性新兴产业集群规模不断扩张,已产生规模效应;在不同区域分别形成了信息技术、生物技术、环保产业、高端制造等产业集群。河南省战略性新兴产业集群主要面临重大关键共性技术不足、对产业整体升级牵引作用有限、缺乏良好运行机制等问题,宜采取园区发展模式、政府主导模式和龙头企业模式等,提升发展质量,并在建立科技创新体系、实现关键环节创新、加强基础研究等方面做好系统性工作。

Strategic emerging industry cluster is a highly concentrated,geographically close,collaborative and innovative industrial cluster.It has important practical value to study the strategic emerging industrial clusters under the background of the new normal and the supply side structure reform.Firstly,this paper analyzes the development status and characteristics of strategic emerging industrial clusters in Henan Province,expounds the specific spatial distribution characteristics,and analyzes deeply the problems of strategic emerging industrial clusters in Henan province.Secondly,specific analysis of Henan Province,the strategic emerging industry cluster development model are made,and the paper argues that the park development mode,government dominant mode and bibcock enterprise mode are the dominant mode.Finally,according to the current development trend and path,development policy recommendations are put forward in the the new normal,Henan Province how to drive the strategic emerging industry cluster.
