摘要
在构建动态双向可循环评价模型后,采用非线性加权、因子分析等方法,围绕创新环境、创新投入及创新绩效三要素,对河南省三次全国经济普查以及河南统计年鉴的数据进行了实证分析。基于研究结果,提出搭建创新平台、实施重大专项、发展高等教育、建立创新投入新体系等建议,以优化政策环境和教育环境,保障创新投入。
In order to understand the current situation of Henan science and technology innovation ability and the existing problems,the appraisal model of dynamic two-way revolving is built,using the methods of nonlinear weighted,factor analysis,and the data about three times in the national economic census of Henan province and Henan statistical yearbook is analyzed,and the empirical analysis around three key elements of innovation environment,innovation input and innovation performance is carried on.At last,construct platform for innovation,the implementation of major projects,the development of higher education,the establishment of a new innovation investment system and so on are put forward.It optimizes the policy environment and education environment,and ensures innovation investment.
