论国家监察体制改革下监察权力的配置问题

分析监察权力分配的现状可以看出我国监察权力比较分散,且有重叠之处。而国家监察体制改革成立监察委员会有效地解决了这个问题。但是试点方案在一些问题上不是很明确,因此监察权力的重组面临许多重要问题。现有的哪些职能部门应该转隶到监察委员会、如何完成监察委员会监察权力和侦查权的衔接以及留置权该如何行使都是监察权力分配所亟待解决的问题。
