法治视角下矿产资源开发中的生态环境保护问题及其治理策略——基于湖南省的调查分析

Environmental Problems and Solutions: An Analysis of Mineral Resources Development in Hunan Province

治理矿产资源开发中的生态环境问题是生态文明建设的需要。从湖南省的实际情况来看,存在的生态环境问题主要有:矿产资源开发对生态环境破坏程度深;全省统筹治理难;治理机制不健全。治理矿产资源开发中的生态环境问题应从依法建立超前防范意识;依法创新治理机制;严厉处罚,增加违法成本等方面着力。

To construct an eco-civilization,we need to tackle the environmental problems caused by the development of mineral resources. Currently,environmental problems in Hunan Province include 1） great damage caused by mineral resources development to the local environment,2） difficult province-wide overall management,and 3） the imperfect governance mechanism. To deal with these problems,we need to develop awareness of taking preventive measures,innovate the governance system according to law,severely punish illegal mining,and increase the cost of law violations.
