State,Capital and Labor——Analysis of Relation between Government and Market under Socialist Market Economy

社会主义市场经济下考察政府与市场关系,从资本流通角度看,市场的本质是资本主导下的劳资关系;借鉴马克思分析管理劳动二重性的视角来看,技术关系上政府不仅要承担提供一般的公共服务职能,生产关系上政府更是阶级统治的工具。因此,应以资本范畴代替市场概念、以国家范畴代替政府概念。我们要尊重市场经济的一般规律,也要认识到社会主义市场经济的特殊性。政府与市场关系,实质上是国家与资本、劳动的关系,处理好三者关系,必须遏制过度市场化倾向,做强做优做大国有企业,落实国有企业劳动关系。

Under socialist market economy, from the perspective of capital circulation, the nature of market is relation between capital and labor, and with the methodology provided by Marx when he analyzes the duality characteristic of management labor. We can see that the government should not only provide normal public services, but also is the instrument of class domination. The relation between government and market is the relation among state, capital and labor in na- ture, and the principles of dealing with the issue are actually the control of the marketization incli- nation, and the build-up of the stronger better state-owned enterprises, as well as the further perfection of the labor relation in state-owned enterprises.
