欧盟循环经济新战略及其对中国的启示

EU New Strategy of Circular Economy and Its Implications to China

欧盟于2015年底出台的循环经济新战略是新一届欧盟委员会核心任务之一,对今后一段时间欧盟经济社会发展具有重要的战略意义。本文全面分析了该战略构想的基本内涵、实施框架及最新进展,指出其对中国循环经济的启示意义。本文认为,增加就业、提高欧盟企业竞争力、推动欧盟经济社会全面发展,是促成该战略出台的主要动因。欧盟循环经济战略的实施框架包括生产、消费、废物管理、变废物为资源的产品生命周期四个环节,并设定了若干优先发展领域和行动时间表,展现了欧盟以循环经济为发展导向的决心和实际行动。目前欧盟已在多方面取得显著进展,并将在未来几年继续强力推进循环经济行动计划。这对同样致力于循环经济发展的中国具有重要的借鉴意义,特别是在产品生态设计、废物管理手段、绿色消费和新型经营模式等方面的政策引导有重要启示。

The new strategy of circular economy introduced at the end of 2015 is one of the core tasks of the new European Commission, which is of strategic significance to the future economic and social development of the EU. This paper analyzes the strategic conception, implementation framework and recent progress, and discusses its implications to the EU economic development and China＇s circular economy.This paper argues that increasing employment, improving the competitiveness of EU enterprises and promoting the overall economic and social development of the EU are the major motivations for the introduction of the strategy. The implementation framework of the EU circular economy strategy includes four stages throughout the product life cycle： production, consumption, waste management and turning the waste to resources. At the same time, it sets a number of priority areas and action timetable, reflecting the EU＇s determination and practical action to circular economy. Since the implementation of the strategy, the EU has made significant progress in many ways, and in the next few years it will continue to vigorously promote the circular economy action plan. This is a good reference for China, which is also committed to the development of circular economy. In particular, the policy guidance of product eco-design, waste management, green consumption and new business model has important implications for China.
