社会公共安全风险防控的困境与对策

The Dilemma and Countermeasures of Social Public Security Risk Management

在全球治理实践中,社会公共安全面临着信息失真、研判失准、前馈失效、沟通失态、预警失误、应急失控、结果失望等多种风险,易造成识别难、决策难、整改难、共识难、响应难、处置难、满意难等多重困境。社会公共安全的风险源头多元化、风险机理复杂化、风险责任模糊化,综合造成了防控的困境。鉴于此,结合全球治理的经验,针对社会公共安全的风险源、风险承受力、风险所有权、风险运营、风险环境,提出风险防控的对策建议。

In the practice of global governance, social public security faces many risks including the distortion of information, the inaccuracy of judgment, the loss of feed-forward, the failure of communication, the error of warning, the disorder in response and the disappointment for outcome which is correspondingly possible to cause the dilemma of risk identification, risk decisionmaking, risk rectification, risk consensus, risk response, risk handling and satisfaction. On the whole, the dilemma of social public security risk prevention and control comprehensively results from the diversity of risk sources, the complication of risk mechanism and the blur of risk responsibility. Therefore, countermeasures for social public security risk prevention and control are given in aspects of risk sources, risk tolerance, risk ownership, risk operation and risk environment with the reference of global governance experience.
