摘要
鉴于交通运输共享经济模式在广泛应用和迭代演化过程中,与既有产业和公共政策的冲突问题显现,对交通运输共享经济模式的概念和发展脉络进行分析研究。研究认为,既有共享经济概念围绕互联网技术对"闲置"资源展开配置,但与已知共享经济的理论预设明显不符,当前互联网信息搜集、存储和处理的强大功能,促使交通运输服务正在从及时性向即时性转变,有利于"闲置"资源在数量和质量方面不断满足消费者需求。为此,建议管制政策集中于以下方面:应从"完整运输产品"角度进行服务品质管制,要求互联网中的相关交易平台承担商业担保责任和连带责任;应对互联网交易平台的入口和流量进行资金安全监管等金融管制,要求相关企业承担新型业态对社会稀缺资源消耗的责任,对公共资源租金占用管制;应对交通运输设备设施使用的可靠性与安全性监管,确保互联网远程控制的安全;应完善市场竞争与退出管制,落实资本的社会责任和环境保护责任。
In the process of extensive application and iterative evolution, the shared economy model of transportation appears some problems with the conflict between existi This paper analyzed the concept and development of shared economy mod ng el industry and public policy of transportation. The results show that the concept of shared economy is closely related to the "idle" resources of internet technology,but it is clearly inconsistent with the theoretical presupposition of known shared economy. The powerful function of the current internet information collecti service change from timeliness to immediacy, on, whi storage and processing makes the transportation ch is conducive to meet consumer's demand continuously by the "idle" resources in the quantity and quality. Regulatory policy focuses on the following aspects: service quality control should be carried out from the complete transport products" point of view, requiring the relevant trading platform in the internet takes the commercial security responsibility and joint and several liability. The entrance and flow of the interact trading platform should be carried out financial security supervision and other financial control, requiring the relevant enterprises to assume the new form of responsibility for the consumption of social scarce resources and for the use of public resources rent control. Reliability and safety of transportation facilities should be supervised to ensure the safety of the internet remote control. The market competition should be improved and the control should be exited to implemente the capital social responsibility and environmental responsibility.
