基于模糊综合评价的惠农政策满意度评价研究——以新疆昌吉地区惠农政策实施为例

Research on the Satisfaction of Benefit Farming Policy Based on Fuzzy Comprehension Evaluation——Taking the implementation of preferential agricultural policy in Changji Area of Xinjiang as an example

惠农政策在农业生产中扮演着辅助支撑的角色,是改善农民生活的有益补充,但目前惠农政策实施效果的研究还没有兼顾到惠农政策的特殊性,因此有必要对惠农政策的农户满意度进行测评研究.以实地调研数据为基础,首先,采用德尔菲法和SPSS构建包含生产补贴、生活保障、生产发展、政策制定、政府行为5个一级测评指标和17个二级测评指标的惠农政策农户满意度评价逻辑层次体系;其次,运用层次分析法计算出评价体系中各层指标的权重,并结合采用模糊综合评价理论对惠农政策满意度状况进行测度;再次,采用模糊综合评价方法对农户满意度进行实证分析,结果表明:昌吉地区农户对惠农政策的满意度达到基本满意水平;最后,采用重要性及其表现分析法,对影响农户满意度的17个变量要素分别进行重要程度和满意程度测评,得出惠农政策在昌吉地区落实中的优势与弱势.针对目前农户满意度状况,提出提高惠农政策满意度的措施.

The benefit farming policy plays a supporting role in agricultural production, is a useful supplement to improve the live offarmers. However, the current studies of research on the effect of benefit farming policy haven＇t taken the specific characteristics of the benefit farming policy into account, so it is necessary to conduct a study on the satisfaction evaluation of benefit farming policy. Firstly, using the method of Delphi and SPSS, we constructed a logic level system of the evaluation of farmers＇ satisfaction which consists of 5 first-level evaluation indexes, including production subsidy, living security, production development,policy making and government behavior and 17 second-level evaluation indexes; secondly,with AHP, we calculated the index weights of each layer and second-level evaluation indexes of the total order weight; thirdly, made an empirical analysis offarmers＇ satisfaction with fuzzy comprehension evaluation method; the result show that the farmers＇ satisfaction of Changji area to the policy reached the basic level of satisfaction; finally, we divided the matrix into four quadrants in terms of the importance value and farmers＇ satisfaction with performance analysis method and assessed the importance and satisfaction of the 17 indexes which impact farmers＇ satisfaction, find the Advantages and disadvantages of the agricultural policies in Changji. Based on farmers＇ satisfaction for the current situation, we proposed several measures to enhance the satisfaction of the benefit farming policy.
