绿色发展背景下湖南科技金融中介体系探析

On the Financial Intermediation System of Science and Technology in Hunan Province under the Background of Green Development

绿色发展成为当今世界新的发展主题,科技创新是绿色发展的第一驱动力,绿色发展与科技创新的关键在于强有力的科技金融中介体系支持。湖南省科技金融中介体系建设具有银行机构体系建设不断完善、非银行机构多元化发展且深层次创新两大总体特征。湖南省当前科技金融中介体系存在中介体系提供的融资渠道仍然狭窄、中介体系运转配套机制不完善等问题。完善湖南科技金融中介体系可在以下方面着力:推进先行且强有力的担保体系建设;打造银行业金融机构服务新模式;推动科技企业股权交易市场发展;统筹推进小额贷款公司全面正规化发展;全面推进科技保险服务体系建设;加快系列金融配套服务机构快速发展。

Green development has become a new topic in the world,and innovation of science and technology is the first driving force of green development. A powerful financial intermediation system of science and technology is the key to green development and innovation of science and technology. There are two features in the construction of a financial intermediation system of science and technology in Hunan Province. On the one hand,the construction of banking institutions has been continuously improved; on the other hand,non-banking institutions are experiencing diversified development and in-deep innovation. However,such problems as insufficient financing channels provided by the financial intermediation system,and imperfect supporting mechanism to maintain the operation of the financial intermediation system occur in current financial intermediation system of science and technology. Therefore,some relevant countermeasures are put forward to improve the construction ofthefinancial intermediation system of science and technology in Hunan Province,namely,promoting the construction of a powerful guarantee system; creating a new service model for banking financial institutions; promoting the development of theequal trading market in science and technology enterprises; promoting as a whole the development of small loan companies; comprehensively promoting the development of the science and technology insurance service system; and accelerating the development of a series of financial supporting service organizations.
