我国自然保护区的立法滞后,现行的相关法律法规已经很难应对自然保护区管护工作中出现的种种问题。当前自然保护区立法体系中缺乏基本法依据及高位阶的专门立法以及相关管理体制和管理制度等,完善我国自然保护区立法体系应当确立宪法及环境基本法依据,创设专门的《自然保护区法》,健全自然保护区产权制度和资金保障制度,以实现经济、社会、环境的协调可持续发展。
