国际湾区经济建设的主要经验借鉴及横向比较

Comparison & Analysis of Economic Construction in International Bay Area

本文通过对美国纽约湾区、旧金山湾区、日本东京湾区等世界级湾区在土地面积、地区生产总值、产业结构比重、企业创新优势、金融产业基础、教育人才资源等方面的横向比较,发现:包容开放的经济、良好的产业结构、高效的资源配置、卓越的创新能力、良好的金融环境、高素质的人才是国际湾区经济建设的共同特征。总结出一个成熟湾区所需具备的条件:成熟的湾区经济需要具备相应规模的超级体量;强大的产业集群带和一定的世界影响力;强有力的经济核心区和广阔的经济腹地;一大批科研教育机构、创新性国际化领军人才。

The world-class Bay areas, New York, San Francisco and Tokyo Bay Area haven been compared in this paper. We analyzed those aspects from land area, regional GDP, industrial structure, enterprise innovation advantage, financial industry foundation and educational talent resources. It is not difficult to find out some common characteristics： a highly open economy, a reasonable proportion of industrial structure, an efficient resource allocation and the strong enterprise innovation ability. Of course, the foundation of a developed financial industry and the high quality talent structure cannot be neglected. The conclusions to be drawn are obvious. Amature bay area economy must have a corresponding scale of the super volume which needs a strong industrial cluster and a certain degree of influence in the world. It is very necessary to form a strong economic core area and a broad economic hinterland. More research and education institutions have to be founded and a large number of innovative talents should be introduced from all over world.
