发展型流动儿童教育政策:内涵及特点

The Development of Migrant Children Education Policy:Connotation and Characteristics

我国目前的流动儿童教育政策存在目标不清晰、设计缺乏系统性、政策主体较单一、政策地位附属性等缺点,不能有效保障流动儿童的教育权利。在当前流动儿童规模巨大且定居化趋势明显的情况下,迫切需要一种新的政策形态。本研究以发展型社会政策的视角重新审视当今流动儿童相关教育政策。在对发展型社会政策分析的基础上,本研究初步分析了发展型流动儿童教育政策的内涵及特点。

There are some shortcomings in the current education policy of migrant children, such as indistinct policy objectives, incoherent policy design, single policy subject and subordinate policy states and so on, and therefore they can not protect the rights of education of migrant children effectively. With the rapid progress in number and the trend of settlement, there is an urgent need for a new policy form. Basing on the developmental social policy perspective, we re-examine the education policy development of migrant children. With analyzing the developmental social policy, the author analyzes the connotation of the developmental education policy of migrant children and its characteristics.
