广西残疾女性多维贫困的状况、原因和对策分析——基于中残联调查数据的分析

Situation, Reason and Countermeasures for the Multidimensional Poverty of Disabled Women in Guangxi——Based on the Survey Data of China Disabled Person's Federation

残疾女性相比于健全人而言,在获取收入和实现个人发展方面具有双重的脆弱性,探析残疾女性致贫原因并提出有针对性和实操性的对策,是落实精准扶贫政策的重要前提。文章基于中残联2013—2015年残疾人调查数据构建反映广西残疾女性多维贫困状况的指数,并运用该指数分析了残疾女性的贫困状况、致贫原因。在此基础上,文章提出了脱贫对策:发挥低保兜底作用,保障残疾女性生存能力;继续提高医疗保险覆盖率,完善社会公共服务;保障残疾人受教育权利,提高就业创业能力。

Disabled women is vulnerable in obtaining income and personal development, analysis of disabled women poverty and proposing targeted countermeasures are the important premise to carry out the targeted poverty alleviation policy. Based on tile survey data of disabled persons from 2013 to 2015 of China Disabled Person＇s Federation, this paper builds an index of the multidimensional poverty of disabled women in Guangxi. It uses the index to analyze the poverty situation of disabled women and the causes of poverty. On the basis of this, the paper puts forward the countermeasure of poverty alleviation： give full play of the role of low protection and guarantee the survival ability of disabled women; continue to improve the coverage of medical insurance and improve public services; protect disabled persons＇ rights of education： improve their employment and entrepreneurial ability.
