淮河流域水污染治理与生态补偿机制构建

Water Pollution Control and Ecological Compensation Mechanism in Huaihe Basin

随着经济的快速发展,淮河流域水污染状况逐年加剧,生态环境面临着前所未有的严峻形势。淮河流域生态环境治理要借鉴国外经验,通过生态补偿解决流域水污染问题。淮河流域生态补偿一要健全补偿制度,实现生态补偿制度化、法制化;二要强化生态环境治理和保护部门职能,为上游生态补偿提供组织保证;三要构建以政府主导为主,其它类型为补充的生态补偿模式;四要完善淮河上游生态补偿责任制,确保各项政策落实到位;五要加强上游生态补偿绩效评估,实现效益最大化;六要调动流域上游群众参与生态环境治理和保护的积极性。

With the rapid development of economy, the water pollution of Huaihe River Basin has been increasing year by year. The ecological environment of Huaihe river basin should learn from foreign experience and solve the problem of water pollution by ~cological compensation. The ecological compensation of Huaihe river basin needs to be ＇established by the following methods： first, to mprove the compensation system and realize the ecological compensation system; second, to strengthen the ecological environment nanagement and the fimctions of the protection department to provide organizational guarantee for ecological compensation; third, to mild a government dominated mode with ecological compensation of other types; the forth, to improve the Huaihe river ecological ;ompensation responsibility system, to ensure the implementation of policies; fifth, to strengthen the upstream ecological compensation performance evaluation, so as to achieve maximum benefit; sixth, to mobilize the enthusiasm of the masses to participate in the upstream vatershed ecological environment management and protection.
