我国体育公共服务发展不均等,自治能力比较弱,发展基础薄弱,因此旧的体育公共服务供给模式即政府为主导的模式将不能使人们对其数量和结构满意。虽然经历了一系列的体育管理体制改革,但随着多元化的投资主体、体育产业的迅猛发展,真正深入的改革并没有实现。非营利体育组织需准确定位其自身职能及性质,强化自身功能,处理好非营利体育组织对市场的需求与促进以及该组织的政府分权与调控,才能正确选择参与到体育公共服务中的路径,推进文明社会建设和服务民生。

The unbalanced development, weakpublic service in China make it unable for peopleself-control ability and developing foundation of PEto get satisfied with the number and structure of theold PE public service supply mode which is dominated by government. Having undergone a series of PEmanagement system reforms, the real deep reforms have not been realized yet with the rapid developmentof the diverse investment body and PE industry. Non-profit sports organizations need to accurately positiontheir nature, reinforce their function, handle their demand and promotion for the market, governmentdecentralization and regulation as well. Only if the correct method is adopted, the social establishment andservice to people＇s livelihood will be promoted.
