摘要
通过分析油气田地面建设工程质量监督的现状,提出了“服务指导型”这一新型的工程质量监督方法的理念,阐述了“服务指导型”工程质量监督方法的内涵及监督过程中各阶段的实施。该方法在吐哈油田3年的实践表明:“服务指导型”工程质量监督能够提高相关人员的专业知识和质量管理水平,减少同类工程质量问题的发生几率,提高实体工程质量,改善监督和被监督对象的关系,和谐监督气氛。
Abstract: According to the current situation of construction engineering quality supervision in oil and gas field surface engi- neering, the new concept of "service guidance type" engineering quality supervision is brought forward. The connotation of the concept and its implementation in different stages are illustrated. This method has been practiced in Tuha Oilfield for three years, which shows that the professional knowledge and management level of relevant personnel are raised, engineering quality problems are reduced, and more harmonious atmosphere between the supervisory organization and the supervised organization is created.
