摘要
30年来,由于一直得到中央政府的强力支持,中国博士后制度在政策制定、发展速度、人才培养和站点建设等方面取得了巨大成就。但由于这一制度设计之初的市场环境与现在不一样,近些年的改革步伐也未及时跟进,在博士后资助、规模发展和管理体制等方面出现了种种问题。未来的博士后制度改革蓝图,必须充分利用博士后国家人才制度的独特优势,从顶层设计入手重新设计,通过恰当定位博士后身份,改分散资助为全额资助,缩减站点数量与扩大招收规模并举,减少管理层下移管理重心等措施等重构新的博士后制度。
In the past 30 years, thanks to the strong support from the central government, China's postdoctoral system has made great achievements in policy formulation, development speed, personnel training and site construction. However, the market environment has changed a lot, and the pace of reform has not followed up in time, so the postdoctoral system is now facing increasing challenges in postdoctoral funding, scale development, management system and other issues. The future postdoctoral system reform must make full use of the unique advantages of the postdoctoral national talent system when designing the future reform blueprint. This can be done through locating post doctors" identity, changing the decentralized funding to fully funding, merging sits and expanding recruitment, and decentralization and autonomy.
