在尊重版权法的基础上,如何更科学合理地使用版权作品已成为高校师生无法回避的问题。尤其在数字化高速发展的浪潮下,如何做到既方便用户使用又保障版权者权益,如何在公众利益与版权所有人利益之间寻求平衡,已成为高校图书馆亟待解决的矛盾。借助网络平台,访问了多所英国高校图书馆官网,通过对其版权政策、服务和细则的解读,重点概述了英国高校师生如何在无需版权许可和通过授权许可来取得版权作品的使用,以期对我国普通高校在文献传递过程中规避侵权风险提供策略帮助。

Based on respecting the copyright law, how to make more scientific and reasonable use of copyright works has become a question that can＇t be evaded by university teachers and students, spastically in the wave of high-speed development of digitalization, how to not only make it convenient for the users＇ use but also protect the copyright owners＇ rights and how to strike a balance between the public interests and copyright owners＇ rights has also become a conflict that needs to be resolved by university library. By virtue of network platform, the author visits the official websites of some university libraries of UK, and through explaining their copyright policies, services and detailed rules, mainly introduces how the UK university teachers and students access to copyright works without copyright permission or through licensing in order to provide strategic help for our country＇ s ordinary universities in copyright infringement risk aversion.
