农村公共体育服务扁平化治理的理论建构与路径展望

Theoretical Construction and Path of Flat Governance of Rural Public Sports Service

社会主义新农村建设是全面建成小康社会的重点和难点,农村公共体育服务体系建设是新农村建设的重要组成,农村体育需求的扩张与分野等将农村公共体育服务问题推向了前台。在现有的"科层制"管理模式下,农村体育服务供给越发显现出总量不足、供需错位、供给低效的问题,究其原因,是因为在传统的科层制供给模式下,政府在农村体育供给职能上定位不清,供给的逻辑失范,运行中决策、执行呈现单一思维等。基于此,提出了农村公共体育服务的扁平化治理框架。扁平化治理模式强调问需于民,利于农民体育需求传达;提倡开放多元,助推农村公共体育服务主体优化;倡导整体协同,引导农村体育服务部门整合;强调分权自治,缓解农村公共体育服务财政困局,并构建了"沟通扁平化-决策扁平化-执行扁平化-监管扁平化"的运行体系,在此基础上提出了优化"顶层设计",试行体育领域"省直管县,市直管乡镇"模式,完善转移支付与基层体育分权制度,强化扁平化治理的配套支持等路径。

The new rural construction, identification of the sports value in all-round construction of well-off society, the establishment of rural sports public value, the expansion and division of rural sports demand make rural public sports service on schedule. Under the management mode of the existing bureaucratic system, the rural sports service supply increasingly insufficient, supply and demand dislocation, and inefficient supply. The main reasons are as follow： under the supply of the traditional bureaucracy system mode, the function positioning of government in rural sports supply is not clear （The pursuit of farmer sports welfare is not the maximum demand）, the logic anomie of supply （only in the supply of higher leader and outstanding achievement, for the people in the supply shortage ）, single operation and decision thinking. Based on it, the flat governance framework of rural public sports service is put forwarded. Flat governance mode emphasizes the need of peo- ple, convey the sports demand of farmers, advocate open, boost rural sports service optimization, promote overall coordination, guide the rural sports services sector integration, emphasize the decen- tralization, ease the financial difficulties of the rural sports service, and build the operation system of flat communication-flat decision-making-flat regulation. As such, paths are proposed that optimizing ＂top-level design＂, putting ＂provincial governing county and city governing township＂ mode for the sports field into practice, perfecting the transfer payment system and decentralization of grass-roots sports, and strengthening the support of flat governance.
