摘要
我国传统的政府主导的自上而下的"准行政化"农业科技推广模式以政府计划替代应用者意愿,以精英设计替代应用者参与。由于该模式没有实现供给主体与应用者的良性互动,导致供给效果不理想。本文在对调查问卷进行分析的基础上,从中外科技推广模式比较的视角,分析了我国传统农业科技推广中存在的供需脱节问题,总结了国外旨在解决科技供需矛盾的经验,提出了构建需求导向型"菜单式"农业科技定制模式的新思路。
The traditional top-down agricultural science and technology promotion mode,dominated by government in our country,mainly takes the government plan to replace user's willingness and elite design to replace user's participation. Because the mode can not implement the benign interaction of supplier with users,the supply effect is not ideal. This article,on the basis of analysis of questionnaire,from the perspective of comparing Chinese and foreign science and technology promotion modes,the problems about disconnect between supply and demand existed in the traditional agricultural science and technology promotion were analyzed,the experiences about resolving the contradiction between supply and demand of science and technology abroad were summarized,and the new idea on building the demand oriented menu type agricultural science and technology custom pattern was put forward.
