新安全观视野下的中国—东盟警务合作研究

Rasearch on China-ASEAN Police Service Cooperation:A Perspective of New Security Concept

与传统安全观不同,新安全观以"互信、互利、平等、协作"为核心,强调以公正、发展与合作求安全,最终实现共同安全。当前中国—东盟警务合作存在观念不一致、机制不完善、模式有偏差等问题。中国—东盟警务合作应从区域安全现状出发,在新安全观视野下变革传统思维方式,树立综合安全、合作安全与共同安全新理念,在区域、次区域与双边三个层次上,大力推动中国—东盟警务合作立体框架的形成,以实现区域共同安全。

Different from traditional security concept, the core of new security concept is on mutual trust, mutual benefit, equality and cooperations, calling for security by stressing justice, development and cooperations, and ultimately achieving common security of all nations. Currendy, there exist in China-ASEAN police service cooperation inconsistent concept, imperfect mechanism and deflective models. China-ASEAN police service coperation should be based on regional security situations. Under the perspective of new security concept, efforts need to be made on reform of traditional thinking modes, development of brand-new security concept of comprehensive security, cooperative security and common security. Vigorous efforts should be made to promote construction of the three-dimensional framework of China-ASEAN police service coperation in regional, sub-regional and bilateral levels with a view to achieving common security of ail nations.
