摘要
社会管理创新是党和国家根据社会发展现状制定的重要战略决策,应以限制政府权力为本质,以保障公民权利为核心,以实现社会公平正义为目标。公安机关社会管理创新应坚持以人为本、执政为民,依法执法和科技服务公安的理念,在治安管理、流动人口管理、网络管理及特殊人群管理方面加强创新。通过合理配置警力、加强警种与区域合作,建立三维治安防控系统和应急管理机制并设立长效机制来保障创新工作有序进行。
Social management innovation in public security organizations is the key strategic decision formulated by the Party and state government based on social development status, its essence being restriction of the governments' power, its core being guarantee of civil rights and its objective bing realization of social fairness and justice. Social management innovation in public security organizations calls for persistence in the concept of human orientation, people-oriented governance, law-based law enforcement, service of science and technology. Emphasis shoulde be placed on innovation of public security management, mobile population manangement, network manangement and special group management. Efforts should be made to guarantee an orderly innovation process through rational allocation police power, intentification of police and regional cooperations, construction of three-dimensional public security control system and long-term emergency management mechanism.
