农村社会组织政策支持体系研究综述

Policy Support System of Rural Social Organizations:A Literature Review

随着农村社会组织不断发展壮大,农村社会组织的政策支持成为学术界关注的焦点。文章通过梳理相关文献发现,现有研究主要涉及了农村社会组织的准入机制、监管机制、财税政策以及农村社会组织政策支持存在的问题和解决路径等内容,但在关于如何防范境外NGO非法利用农村社会组织,如何利用金融组织促进农村社会组织发展以及如何利用第三方机构监管农村社会组织等方面的研究还很薄弱,有待深入研讨。

with the growing of rural social organizations,the existing supportive policies on rural social organization shave become the focus of academia. Through the review of literature, this paper found that the existing research mainlyinvolves several researches, such as the access mechanism, supervision mechanism, fiscal policy of rural socialorganization, the problems in the policy support and the way of solving problems as well. However, there are some aspectsare needed to do deeper research, for example, how to prevent illegal use of rural social organizations by overseas NGO,how to use financial organizations to promote the development of rural social organizations and how to use third-partyorganizations to supervise rural social organizations and so on.
