西南边境地区涉恐偷渡活动原因及对策研究

对西北边境恐怖活动打击力度的加大,使得恐怖分子转而寻求从西南边境地区偷渡出境,接受恐怖培训,"学成"后返回国内实施恐怖活动。西南边境地区涉恐偷渡的参与者多为年轻人,传播手段多借助网络,以出境参加恐怖活动为目的,路线选择较为偏僻,一旦暴露其暴力抗法行为严重。对此,要加大各国间的警务合作,加强对群众的宣传教育,建立情报预警平台,整合武装力量,完善相关法律,以打击恐怖主义。

China＇s increasing efforts on crack down on terrorism activities in southwest border areas makes it possible for the terrorists to illegally emigrate from southwest border areas for terrorism-involved training, and return home after being trained to engage in terrorist activities. The stowaways in southwest border areas are mostly young people, who primarily make use of network as publicity means, and aim at emigrating for terrorist activities, which is once exposed , they resort to violent resistance against laws. Accordingly, great efforts should be made on the policing cooperation between all the countries, publicity and education of the masses, establishment of intelligence early warning platform, integration of armed forces, and improvement of relevant laws and regulations so as to effectively crack down on terrorism.
